A storm of cancellations, refunds, and claims

"If I'm not mistaken, I said that if you canceled your contract in July, you'll receive a refund in two to three months. But I just confirmed with head office in Osaka, and because we're processing contract cancellations for June in the order we receive them, yours will be processed after that. Yes, I understand what you're saying but I can't say when the money will be deposited or give you a specific day."

At one Nova school, a young manager, her voice hoarse, works the phones taking calls from former students. Ever since METI's administrative punishment of Nova on June 13, the dam burst releasing a flood of calls about lesson refunds. Head office initially instructed staff to say that refunds would be paid in two to three months, but that was a disservice that created a storm of complaints from students who claimed that their refunds had not yet been deposited.

The Japanese staff bore the brunt of the students' anger. With many management staff quitting, there was nobody at the Osaka head office to answer the students' calls. Fed up, they went directly to the schools. Some stayed all day waiting for their refunds, others demanded the staff do something so they could take the lessons they had booked after the foreign instructors started not showing up for work because their pay was delayed. Children next door in the Nova Kids lessons watched in fear.

Among new Nova staff members, some dreaded showing up for work and became neurotic, while others cut themselves on purpose so they wouldn't have to show up. Every day was Hell.

There was a ray of hope amidst the gloom. Some students sympathized with the staff and offered words of encouragement. One student brought in some pineapple he bought as a souvenir in Okinawa. The staff and foreign teachers, who were working for free, cut it up and ate it. That was lunch.

But Nova never responded to the sweat and tears of the staff. The staff finally let out a sigh of relief that it was all over when Nova filed for bankruptcy protection under the Corporate Rehabilitation Law on October 26.

The path to expansion from 2004

Nova's end begins with their expansion of schools in 2004. The 600 schools it operated in November 2003 became 900 in June 2005, swelling to 994 in March 2006. Its size affected profitability and feasibility.

As of March 31, 2007, Nova employed 2,279 Japanese staff. Their average age was 27.5, they worked for an average of 3.6 years, and had an average annual income of ¥3.628 million yen.

スタッフが見た地獄　ＮＯＶＡ崩壊、社員は…（中）

解約、返金、クレームの嵐

「確かに７月に解約のお申し出を受けてから、２－３カ月後にお支払いできるとお伝えいたしました。しかし、先ほど大阪本社に確認しましたところ、今、６月分の解約処理を順次行っているため、順番はその後になるとのことでした。はい。おっしゃることはよく分かりますが、何日にお振込みができるのか、確実な日にちはお伝えできないとのことです」

ＮＯＶＡの某スクールで、若いマネジャー（スクール責任者）が、声をからして元受講者からの電話応対を行っている。受講料返還額をめぐる６月１３日の経済産業省の行政処分以降、堰を切ったようにレッスンの解約が相次いだ。最初の頃は本社からの指示で、「２－３カ月後にお支払いできる予定」と伝えたため、それが仇となり、「まだ振り込まれていない！！」という苦情の嵐になっているのだ。

受講生の怒りの矛先は、最前線にいるスクールスタッフに向けられる＝写真。管理部門の多くの社員が辞めているため、大阪本社に何度電話してもつながらず、業を煮やした彼らは直接スクールに乗り込んでくる。いまだ返金がないと朝から居座る者。外国人講師が、給料の未払いを理由に突然休み始めたため、「予約したのになぜレッスンが中止なの？　どうにかして！」とスタッフに詰め寄る受講生。それを横でおびえたように見ているＮＯＶＡ　ＫＩＤＳの生徒たち…。

一方、新入社員の中には、出勤するのが怖いとノイローゼになる者、さらには出勤できないように、刃物で自分の体を傷つけるスタッフまで出てくる始末。まさに毎日が地獄だった。

しかし、その中でも一筋の光明があった。「大変だろうけどがんばってね」とはげましの声をかけてくれる人。「これ、沖縄のお土産。みんなで食べてね」とパイナップルを置いていく受講生もいた。無給で働くスタッフや外国人講師たちと分けあって食べ、それがランチになった。

しかし、会社はそんな社員らの血のにじむような努力に最後まで応えることはなかった。会社更生法適用を申請した１０月２６日、「やっと終わりました。これで明日からしばらくのんびりできます」と、社員たちには久しぶりにホッとした表情が浮かんでいた。

【０４年から拡大路線】

ＮＯＶＡ破綻の元凶となったスクールの拡大路線は２００４年から始まった。０３年１１月に６００だった拠点累計が０５年６月までの１年半で９００に、０６年３月には９９４にまでふくれあがった。このため収益性や採算性が悪化した。

また、０７年３月３１日現在の（株）ＮＯＶＡの従業員数は２２７９人。平均年齢は２７．５歳で平均勤続年数３．６年、平均年間給与は３６２万８０００円だった。
